- Parental Access to Drug/Alcohol Violation Information. The 2008 legislature amended the Education Data section of the Minnesota Government Data Practices Act to address the issue of postsecondry institution notice to parents of certain drug or alcohol offenses. - New State Law on Privacy of Student Discipline Records. Effective August 1, 2008. The 2008 Legislature amended the Minnesota Government Data Practices Act to claify that all colleges and universities subject to the MGDPA are permitted to disclose student discipline records as authorized by FERPA.
